For many businesses and individuals struggling to make ends meet during the recent COVID-19 pandemic, the Paycheck Protection Program was an important lifeline. However, for many, it was an opportunity to steal free money from the government. It's almost impossible to figure out how much people swindled the government and for how much. And thanks to limited resources and time, it might be just as difficult to punish or prosecute them.
