He focused on how the political leaders in the United States, Russia, China, North Korea, and Iran have approached and responded to matters of cybersecurity; in particular, Ranger examined the allegations that Russian hackers impacted the results of the 2016 US presidential election. Based on his interviews with cybersecurity experts, he reported that successfully deterring Russian hackers could take at least 20 years. Ranger also provided a brief history of cyber-deterrence for these countries from May 2014 through October 2018.
