In May 2017, President Trump submitted a detailed spending proposal to Congress that slashed the EPA's budget by 31 percent — and eliminated all funding for the popular Energy Star program. Because about 80 percent of windows sold in the U.S. are Energy Star-certified, DWM editor Trey Barrineau knew that the elimination of the program could have huge repercussions for the industry.
In DWM's June-July issue, he produced a balanced, in-depth analysis of Energy Star's possible future that included multiple comments from leaders in the industry, as well as statements from former EPA officials and members of Congress. The story weighed the pros and cons of Energy Star, and it examined which associations could take over the windows, doors and skylights part of the program if it were eliminated. (Energy Star eventually survived the budget process, but its funding was cut in half.)
One of the story's highlights was an exclusive interview Barrineau scored with the Competitive Enterprise Institute's Myron Ebell, the head of Trump’s EPA transition team. He all but admitted to DWM that he came up with the plan to scrap Energy Star:
"When DWM asked him in April if it was his idea to axe Energy Star, he said 'transition work is confidential.' But he then added: 'I can say that it is public knowledge that the agency transition teams were primarily charged with developing plans to implement the president’s campaign commitments. Defunding Energy Star was not a campaign commitment.' ”
